On Sunday, 18 Dec 2011, we held a special GA to discuss the times for future GAs.  The minutes for that meeting can be found on the main website (direct link: http://occupyhouston.org/2011/…..a-minutes/ )

 

A quick summary of the proposals we hashed out:

Weekday GAs: 11am, 7:30pm

Weekend GAs: 11am, 5:30pm

Workgroup Proposals: Sunday and Wed evenings only

Individual Proposals: must pass two concurrent GAs (so a morning and an evening) 

Trial Period: we agreed to try this till the end of January.

Expanding on the changes to how and when proposals are handled.  We did not take formal consensus on these things, but I think it's fair to say that a general consensus was reached because people asked questions or made "what if" statements and we talked until everyone was nodding.  :) 

 

  • if a workgroup needs something passed before the next workgroup proposal session, they can have someone present it as an individual proposal. It would then be subject to being passed through 2 concurrent GAs, like any other individual proposal. 
  • There is no reason for the same person to present any given individual proposal at both (concurrent) GAs.  
  • The facilitation team will present the proposals passed at the previous GA 
  • a section will be added near the beginning of GA for proposals passed at the previous GA and report backs on proposals passed at the GA before the last so we know if they passed.
So, to illustrate, lets pretend that I want to promote awareness of Occupy by asking everyone to wear purple pokadots on Tuesdays.  There are two ways I could go about getting this officially recognized by Occupy Houston.
I could do this as a personal proposal.  This means I could show up at any GA and propose it.  Lets say it happens that I show up on a Thursday morning.  I somehow convince folks to pass this proposal at the Thursday morning GA.  The facilitation team makes a note of this, and it goes in the minutes.  At the Thursday night GA, the facilitation team presents my proposal, and after heated discussion, it passes.  At the Friday morning GA, the facilitation team reports back that the proposal passed.  
I could also talk to a workgroup and try to have it presented as a workgroup proposal.  Lets say that I show up on Thursday morning, and instead of proposing it as a personal proposal, I talk to the Outreach group.  They love my idea.  So on Sunday night (the next workgroup proposal GA) the Outreach group presents my proposal and it passes.  On Monday morning, the facilitation team reports back that the proposal was passed as a workgroup proposal.  
I'm biased, obviously, since I participated in the discussion that came up with this plan.  But I really do support the plan and believe it does address all the concerns we were aware of at the time.  Please do voice your opinions, questions, and concerns here in this thread.

Another topic that came up, but was tabled so that it could become it's own important discussion, was the idea of raising quorum.

 

Points made before this was tabled:

  • we will have many more meetings so there are more opportunities for folks to show up
  • our group is larger than it was at the beginning when the quorum of 13 was set.
  • there have been repeated concerns about small groups passing proposals that affect everyone
  • we could have one quorum for a general GA and a higher quorum for passing proposals.  (this would be useful for workgroups that need to make a formal report back at a GA, for instance)
Reasons we tabled the discussion before it really got rolling:
  • it was late and the discussion could (and probably should) take hours
  • it really wasn't on topic of the special session
